Julia Smith Literal 1876 Translation:
Aram from the east, and the rovers from behind; and they will eat up Israel with all the mouth. In all this his anger was not turned back, and yet his hand stretched out.

Syrians in front, and the Philistines behind; and they shall devour Israel with all the mouth. In all this His anger does not turn away, but His hand is still stretched out.
Brenton Septuagint Translation:
But the people turned not until they were smitten, and they sought not the Lord.
