ἄνθρωπος ὁμοιοπαθὴς - a man who shares in the same experiences or sufferings
God is Himself ("Elija-hu") was a man of the same feelings/passions as ourselves and he offered prayers to a prayer,7 of the Not Making Wet/Soaked, and she did not wet/soak upon the Earth three cycles, and six moons.
Julia Smith Literal 1876 Translation:
Elias was a man having similar feelings with us, and in prayer he prayed for it not to rain: and it rained not upon the earth for three years and six months.
LITV Translation:
Elijah was a man of like feeling to us, and he prayed in prayer for it not to rain; and it did not rain on the earth three years and six months.

Can't force an accusative sense onto what is dative. The verb προσεύχομαι (“to pray”) typically takes the dative rather than the accusative (praying to who), indicating the means or medium rather than a direct object. Hence, προσηύξατο προσευχῇ is best rendered “he prayed by/in a prayer,” not “he prayed a prayer,” which would require the accusative προσευχήν.
